In a WLAN where WPA+PSK authentication is used with AES encryption, between clients and AP, is a WDS still required for FSR roaming between APs given that the APs are in the same subnet/VLAN ?

WDS is not required for a PSK WLAN, it is only relevant to a 802.1x/CCKM WLAN.
With a PSK, every AP has the key, so no need for a central management.
In 802.1x/CCKM, since the key is derived, we have a need for the central management, and that is what the WDS master gives us.
