Guest Network Splash Page

I know this has been beaten to death, but I need a little clarification. Is there a character limit to the guest splash page? And secondly, has anyone had any success modifying the page? I have a situation where they want to post the internet usage policy on this page. I may just have to redirect the page to some other server. Anyway, thanks for the advise in advance.
