It remains blinking green and is not recognized by the network.
The application does not recognize it either.

Hello @construredbta,
in most cases this indicates that the AP does not get an IP address from the DHCP server.
So you need to check your DHCP server settings and make sure that the switchport is correctyl configured for the AP.
An easy test is to connect a pc or laptop to this port and verify that the device gets an IP address via DHCP.

I already did these tests, reset it to factory settings, and connected it directly to the PC, but the network doesn't recognize it.

Connecting the AP directly to your PC does not work unless you run a DHCP server directly on your PC.
You need to connect your PC to your switch on the same port that you want to use for your AP in order to check whether the PC gets an IP address in the correct subnet. If it fails, then you need to check and correct your DHCP settings.
These APs need to get an IP address via DHCP in order to boot up, even if you want to assign a static IP address later.
