Is it better to use dedicated monitor-mode wIPS access points or shared-user-serving, local-mode access points with clean ir and WIPS this is possible?

It all depends on what you are looking to do, and how much is in the budget.

IMO, dedicated MM AP will serve you better, but then that AP is not useable for clients(hence the budget comment).
