MAC filtering with foreign/anchor setup

I'm having some issues trying to get mac auth set up for my guest network when running through a foreign/anchor set up.  I took an access point and put it directly on my anchor controller.  Configured the SSID's with L2 MAC Filtering and L3 On MAC filter failure.  And it works.  I first get my captive portal page, i register and login and it works. I disconnect myself from the network, delete my self out of the anchor controller, reconnect and i get mac auth and bypass the captive portal and am online. Perfect.

 

Now i move the AP to the foreign controller. replicate the configuration from the anchor controller to the foreign and now it never seems to mac auth.  It always just pops the captive portal and my radius server (clearpass) never even shows a mac auth attempt.  I can do the self registration and login again and it works fine. But when i disconnect and reconnect it doesn't seem to attempt a mac auth.  

 

Is this a limitation going from a foreign to anchor controller and attempting a mac auth to an external radius server?  Can the anchor controller submit a mac auth from a device on a foreign controller?
