Break the HA pair and check the licensing on both controllers. They should be non-evaluation licenses.

By looking at your message Peer State = UNKNOWN - Communication Down it looks like both your device is not on redundancy and looks like SSO is not working or else there is some network issue(gateway unreachable from wlc) due to which active and standby are not able to communicate with each other.
