Hello-
In my WCS software the time for the location appliance is reported in UTC time, even though I have configured the proper timezone in the location appliance itself, and when I issue the "clock" command from the appliance's command line, it shows the proper time and timezone.
Any assistance would be appreciated.

Make sure in your /etc/sysconfig/clock file the first line looks like:
#ZONE=UTC
Without the # sign in front of this line the server will UTC regardless of how you configured the timezone.
