WLC Timestamp for transfer upload filename command

is there a way to add dynamic timestamp to the file name in the "transfer upload filename" command?

There isn't a dynamic way from the controller itself.  Typically when you automate the backups, you can capture the date and timestamp if you want.  For example, when using Prime Infrastructure, the backups do have the timestamp of when the backup was created.  Look at Ansible and backups if you don't have Prime or another NMS that can perform backups.
