Hi,
I wish to delete my webex account. It is causing a conflict with a conference that I am organizing. We are using Webex but the conference hosts need me to delete my webex account and re-create it. I have confirmed with cisco help team that it is not a free webex account. It is connected to Netacad.

Then you'll have to ask the admin of the Netacad Org to delete your account from their Org. Once that is done, your email address can be used to create a new account in the other Org.
