Is there a way to "sign up" for emails when enhancements are "shipped" or moving forward? If not, it would be great to offer.

Asper the  Aha portal it says " Submitted ideas will be evaluated by our product teams for upcoming releases and will be responded to so you know where things stand." So i assume they will be notifying the person who submitted the idea by default  to make them know where things stand.

Have you submitted an idea and then not received any notifications when it progressed further?

I think you should submit this idea on Aha and it may already be there for an upvote.  The Cisco product team reviews these suggestions and prioritizes new features.
