what is the relation of two maps in one policy, AND or OR?

We'd like to implement two maps in one policy, one is a url map and the other is a header insertion map. What is the boolean relation of those two maps, AND or OR?

All maps should match before policy is considered

a match by CSM. If you want "OR" matching conditions then you will need to create multiple policies.
