The message in the title does not disappear (appears only in the PCisco Bug Discussions, Cisco Bugsublisher) after upgrading my entire cluster.
Only until I ran a post upgrade check on the Publisher and then a reboot made that disappear.
Why do these messages show and why do Cisco insist on giving me a heart attack each time I follow the guidelines to upgrade?

you can make sure there is no ugrade in progress using 'utils system upgrade status' ..once thats confirmed, use 'utils system enableAdministration' .. this will make the error msg go away. i tried this on 14su3

I was facing this issue after upgrading my cucm from version 11.0 to version 14.0 until I ran the 2 commands provided.

I have this message after upgrading my cluster to v15 as well. Normally post upgrade check is ran after switching to the new version but did you have to run Post upgrade check prior to switching to the new installed version to address the issue?

I have this problem too after installing a cucm 15 with data import.
I have no command 'utils system enableAdministration' .
Someone has a solution ?
