I'm experiencing this same bug even though I'm on a code version that is listed as a "Fixed Version". This is causing erroneous "up" and "down" alerts from our monitoring software. Very annoying.
Also seeing this on Windows 10 wiht a Microsoft LifeCam HD-3000. The webcam persistently stays on after launching a WebEx meeting with video. It's happened multiple times. The camera activity indicator remains on. Three processes are left running...
