I am getting this problem

Have teh same issue,
Running IE2000 with 15.2(7)E3, get SNMP trap on PS2 that are not connected or installed.

sh env all

POWER SUPPLY A is DC OK
POWER SUPPLY B is DC Alarm disabled

SNMP says  PS 2 notFunctioning, PS 1 normal

The work around i got from Tac was.

conf t

power-supply dual

exit

show env power

wr

conf t

no Power-supply dual

exit

wr

show env power

exit

This will work until the device is rebooted then it will come again.
