I was able to get around this problem by just enabling AXL in the Phone System settings under Telephony Integration. I dd NOT check the synchronize PIN.Just in case anyone needs a workaround.

I enabled AXL but this did not fix the problem. However I then disabled AXL and then was able to change the PIN.
