I was able to recover an access point from this bug. I performed a reset on the access point by pressing the button for 18 seconds while re-powering the access point. The access point then rebooted, joined the controller, and downloaded it's IOS.
I am very familiar with this bug. This issue got fixed in 8.3.X.X. The fix is actually to go into ROMmon and force the AP to boot the recovery image (aka "rcv"). Since it was time consuming to delete the CAPWAP directory/files from ROMmon, I had a process to format the flash (from ROMmon) and use XModem to upload the RCV file via console.
