Workaround:
If anyone have this problem, remove any current patches and install them again, which will restore that file which is not found or install any patches if there is not one installed already. This workaround was tested on 2.1 and 2.2 version.

I can confirm, this worked with ISE 2.6. I have rolled back to patch 7 and installed patch 8 again.

New to ISE and having this issue. Can you start with the latest patch or do you have to install all patches in order?

Hi all
Faced the issue today. As the workaround says either you reimage the node or contact cisco tac. I choose option B. Created a case and a cisco tac engineer installed a patch. After a reload the issue resolved. (Only tac can apply this patch)
