Access Switch Unreachable Alarm

In the a way to create P2 down/unreachable alerts or issues based on the switch type (core, distro, access)?

I want my Access layer switch to be P2 not P1, I have thousands and there is always one down. I want p1 when a core switch is down or a distro is down. User access switches are not P1 for our org.

You can customize i guess based on the requirement.
