After installing DNAC i can't see Policy Group based Acesss Control

Hello @lucky.mashau ,

I see that you are logged in as user "Lucky". Does this user have the SUPER-ADMIN-ROLE or NETWORK-ADMIN-ROLE?

You can check by going to System > Users & Roles

For LAB environment is it a must to allow DNAC to go to internet and update the package ?

No it's not a must. You should upgrade if you want new features or fix some bugs.

I did a reinstall,package update fail to install

If you have a custom role defined and attached to user Lucky, verify that in System > Users & Roles > Role Based Access Control, under the Security tab for the custom role, the Group-Based Policy is not Deny.
