DNA center cannot activate image on the C9200

When I try to distribute or activate software I get errors

I have also had this issue recently on 4 9300-48 Stacks.  I was able to upgrade 12 Locations successfully and 4 locations failed.  All 16 of our 9300 stacks were upgraded from 16.12.3a.0.4 to 17.09.04 via DNA center with the 4 failed activation s.

The failures all have displayed the same error message: Failure (NCSW40000: UNSPECIFIED_ERROR) 

There is a documented Cisco Bug for this issue, but I did not find the workaround.
