Whether the DNA center managed by N9000 switch smart license in country A can be used in country B,
Because the switch needs to be moved to branch offices in other countries
Early PAK licenses can be converted to smart licenses, PAK is node/device lock mode. Therefore, it also means that the early switches can support smart license after upgrading to Cisco IOS® XE 17.3.2/17.4.1, which means that there is no regional restriction.

Personally i do not see any restriction technically, Device can be used where it required, as Long you own this and you able to give support.
Cisco TAC RMA does only the location it registered if that fails.
