My DNA Center is currently on version 2.2.2.8. When I go to "System" I don't have the option for "Software Updates" as seen in the image. Anyone knows why the software update option is missing?

Do you have a cloud icon in the upper right corner? That's the shortcut I usually use.

check the account used has the right role/privileges to access this menu item
check your cisco.com credentials is configured and valid
System -> Settings -> Cisco Accounts -> Cisco.com Credentials
check if cisco DNA center can reach the internet and the specific URL's needed for access to updates

I don't have Cisco DNA covered under my Cisco ID then I won't be able to do an upgrade?

that's partially right
it will not work with GUI procedure because DNA itself cannot login to access the download.
you may search for an off-line/ air-gap upgrade.
download the upgrade file, copy to the appliance and start the upgrade from the CLI
But I have no experience with that.
if you somehow can retrieve the image and "burn" it on an bootable USB drive (see installation guides)
you can re-image (not upgrade) the appliance with the new version
