Is it possible to move assigned devices to another building/floor/site, or do they have to be deleted from inventory and rediscovered? When I try to assign a site to a device that is already assigned, the location is grayed out and cannot be modified.

My experience is that if a devices is simply assigned to a site I can move it, but once it is provisioned the option is grayed out.

My experience as well with CATC2.3.7.5.
If I delete a device from inventory and do not clear the pushed configuration, and then re-add the device (either through Add device or Discovery), I can't provision templates as CATC complains that there already are AAA servers and other config configured. Even if I "force" push templates the same fail happens.

From my view this is a bad design from Cisco if devices cannot be moved without deleting them from inventory.

As I had this issue recently myself and this is the first google result when searching for how to move an AP between floors in DNAC, it's actually fairly easy (tested on 2.3.5.6).
Go to inventory, select the AP you want to move (not sure if this would also work with a switch) and select Actions -> Provision -> Provision Device and now here in the first screen you can select the new floor you want to move it to.

Actually still on the version 2.3.7.7 is not possible to move node devices between site locations (Building/Floors) after being provisioned.
I hope this will be implemented in the future versions of DNAC as this is a standard operation in a Campus, expecially given the fact that the Site Hierarchy is a logical representation of the sites only at DNAC level.
