"Config mode cannot be entered during standby initialization or when switch is in recovery mode."
This message persisted for about five minutes, and then the switch functioned normally. However, six hours later, the same issue occurred again.
Is there a solution? Note that when I run the command show logging | i flapping, logs appear showing flapping events occurring around the time the above message is displayed, indicating that the switch is in recovery mode.
Please, any suggestions or guidance as soon as possible would be greatly appreciated. Thank you for your efforts.

The device is C9606R; hopefully, it will be useful. However, I can provide the IOS version later when I gain access to the device.
Please find below what happened to me, and thank you for your support.
I noticed that the ports of the standby switch were missing when I accessed the main switch.
I went to the data center and observed that all ports on the standby switch were down.
I tried to access it via the console, but nothing appeared.
I powered off the device and restarted it after ten minutes, after which I was able to access the device.
The problem was resolved since, upon accessing the main switch, all ports reappeared and were operational.
The next day, when I tried to enter the configuration mode, the following message appeared:
"Config mode cannot be entered during standby initialization or when switch is in recovery mode."
After five minutes, I was able to access the switch, and everything was functioning normally.
After six hours, the issue recurred. However, it lasted for five minutes before I was able to access the switch again.
Additionally, there are logs indicating flapping. Tomorrow, I will perform a re-design for STP, but I am uncertain whether the two issues are related.

Are they in stackwise virtual?
It seems the standby switch is failing.

Yes, they function as a single switch using StackWise. Yes, it seems the standby switch fails and then recovers. Any advice, please? Could this be due to flapping, or what do you recommend I do? Should I reconfigure StackWise, or is there another solution?

I believe you need to check if the standby is not having hardware issue. Try to see on the logs. I believe the flapping is consequence, not cause.

Error message looks the like the "repm" process has blown out.
Reboot the standby chassis and see if this makes any difference.
What firmware is the VSS pair on and what is their uptime?
