I am working on setting up a Cisco CML environment on an ESXI host, but during the setup process it does not recognize the ISO. I created the VM using the provided OVA and configured the VM to connect to the ISO file at start up. Is there something I am missing? I've tried it a few times and even deleted the server and started over.

Hello @kfausch ,
you downloaded the ova file, installed in the Esxi host and you got to the point of editing VM's properties - the firs image.
Now you have to attach the second file you download from Cisco, refplat_p-20230117-fcs.iso.zip, after you unzip it - this is what the message in the second picture is telling you.

what is your environment esxi version ?
i use below steps works on my esxi 6.7 and 7.0X
