Is it possible to register CML using CML personal 40 license, without direct internet access?

CML can have communication to on-prem smart software manager but not to the internet.

I do not believe SSM has CML support, it required one-time access to get register for CML to get activated.( that too personal edition)

SSM more of the Commercial and Enterprise level License Server.

CML software has transport settings in licensing tab (attached image). I'm sure on-prem SSM can be used with CML enterprise license. I don't know if on-prem SSM can be used as proxy in case of CML personal license.
