Cisco Proximity connecting multiple times for the same user

We are running into an issue with Proximity ver.3.0.1 and Cisco endpoints running verCE9.10.  

Proximity connects multiple times and maxes out the number of allowed connections, then doesn't allow sharing.  Is anyone else seeing this issue?  I would like to check if there are any settings we can adjust to avoid pushing updates to 10k+ users.

A simple way to increase the number of simultaneous connections is to disable sharing to mobile clients;

The admin guide for CE9.10 (page 14, https://www.cisco.com/c/dam/en/us/td/docs/telepresence/endpoint/ce910/room-kit-administrator-guide-ce910.pdf) talks to this:

A Cisco Webex Room Series device can have up to 30
paired clients simultaneously when the Proximity service
ContentShare ToClients is disabled. If ContentShare
ToClients is enabled, the limit of paired clients is 7 which
is the same as in earlier software versions.
