Aftermarket licensing

I'm looking to acquire via ebay a c3650 that can run up to 16.12 code. Does anyone know the licensing model for these units? I'm far more familiar with the licensing schemes for the 3850s and upwards. If I remember, once you move to 16.12 it's all smart licensing (a killer for the homelab community).

If you are not fancy about latest IOS Code, you can downgrade to  Lower 16.9 (so you can avoid smart License)

But saying that even if you smart License - the perpetual License still works  and other should work too _ only you have compliance issue warning.
