I don't understand what you are asking.

You can use Meraki Systems Manager to provide BYOD access.  This installs a digital certificate onto BYOD devices to identify them.

If you want to use MAC-based RADIUS authentication (not really recommended), you can follow these instructions:

You could use WPA2-Enterprise mode and grant access based on usernames and passwords.  You could grant access using RADIUS against Active Directory, or define local usernames and passwords using Meraki Authentication.

You could use a splash page for logins.
