CER Failed to initialize. Please Restart the CER Admin Service

We have a CER 12.5 cluster where the secondary server opens with the following error:

Failed to initialize. Please Restart the CER Admin Service

com.cisco.e911.util.E911AdminException: Problem in initialising PortLocationManager . Cannot continue ...

We restarted the Cisco Emergency Responder Service but the error is still there.   What is the CER Admin Service?  I don't see any service in the control center with that name.

Were you able to fix it?

No one ever replied so we just rebooted the secondary server and it fixed it.

I had the same problem, It was due to the fqdn issue, I added SUB as fdqn.

I was not able to resolve it by reboot. Then opened a TAC case and here is the action plan that helped me in resolving the issue:

CER subscriber needs to be added using only its hostname. Please execute the following to fix the issue:

  1. Power down the CER Sub, from CLI: utils system shutdown
  2. Delete the Sub from the Pub (System --> Server Settings --> Select Sub --> Click Delete server).
  3. Reboot the Pub.
  4. After the Pub comes back up go to System --> Add Sub using only the host name(without the domain name).
  5. Power on the Sub.
