In CUCM-Admin under System --> Service Parameter --> Select CUCM node --> Cisco Callmanager --> then search for "T302".

after I change the timer how apply it and check its applied correctly or not

You don't need to apply it, it immediately comes to effect.
You can test it by dialling a number. After you stop dialling, it should only take 5s, after CUCM takes it as it is and do his dial-plan stuff.
