If the camera is serving that image when it is off, then no. Some cameras do this when the privacy shutter is closed.
On Webex, you can adjust the image shown when you're not sending video by signing in to your account, and setting your profile picture.
If you're looking to be a bit more fancy, you could try virtual camera software. That would allow you to display images, videos, etc in place of your camera.
