Cisco Jabber for window & multiway

Is the Cisco Jabber client for Windows (CUCM) able to dial the URI that gets specified in the SIP Refer message from Conference Factory?

We have the SIP route patterns in place on the CUCM side to match the VCS's sip domain, but the refer messages still go un-answered.

Multiway works fine when only VCS endpoints are involved.
