Cisco Unified Workspace Licensing (UWL) Pro enables users to communicate with
internal and external organizations to easily share information, interact in real time,
and build trust that traditional channels such as e-mail, telephony, and document-
based tools cannot. Core components include:

All features licensed under CUWL Standard

One named host for WebEx on premises and 1 year subscription for WebEx in the
cloud

One named user license for Personal Multiparty for up to 4 participant location
So that means a CUWL license enables you to use either CWMS on-premises version or cloud version. But keep in mind this is user licensing only. You still need to buy the hardware and build CWMS on a separate hardware as it doesn't supports co-residency with other UC apps (like CUCM, UCCX etc.)

- Co-residency with Cisco Unified Communications products on the same physical ESXi host is not supported.
- Co-residency with non-Cisco WebEx Meetings Server virtual machines on the same physical ESXi host is not supported.
So if you are planning to buy a BE6k either you can use cloud version of webex or you will need to deploy CWMS on separate hardware.
