Default contact list of all users

Not sure if this goes in Jabber or in Presence, but I would like to know if there is a way to have Jabber by default have a group with all assigned users.  I only have ~115 users so the list wouldn't exactly be massive and my folks won't have to add contacts one at a time.

I am running Jabber 9.2.6 and presence 9.1.1

On IM&P (9 and above are no longer called CUPS), bulk admin -> contact list

Ya that tells me zippo.  I can update from a file or export what people currently have. 

I want to have a group that auto populates for everyone.  Mainly for new users.

Doing it via bulk admin - update contact list would be ~13,000 entries for each of the 115 people to have 114 contacts each.
