I am having trouble calling toll free numbers with my Jaber Client

I can not make a call to toll free calls with my Jabber client, I either get a fast busy, or I complete the call but I also get dial tone in the headset. the only difference I see between the configuration for the Jabber Client and the Soft Phone on my PC is the Softphone uses SCCP and the Jabber client uses SIP.  Any Ideas?

Sounds like a mis-config in cucm or the gw.  If you debug the gw do you see the call hit it?
