Hi Brian,
Jabber for IM & Presence doesn't require any license.
With the Jabber for Everyone Offer, no end user licenses are required to enable IM and presence functionality
Jabber IM client applications and IM and Presence Service (on-premises) licenses are available to Cisco Unified Communications Manager customers at no additional license cost.
Licenses will be required when Jabber is configured as device (softphone) on CUCM
Furthermore, licenses count does not depend on associated device under End User page. Instead it depends on "Ownerid' field under Device page.
