I click on the voice message arrow but message does not play. CUC 9.1 is set for secure messaging. Mailstore for UC service profile is set for 7993 TLS. I can call the VM server from Jabber. I am testing on-net so IP connectivity is not an issue.

here is what you need to do;
In the Unity Connection server administration page goto System Settings -> Advanced -> API Settings -> and make sure the "Allow Access to Secure Messaging Recordings through CUMI" is checked.
once this is saved; exit and re login to jabber for windows; and retest.
