It does sound like either you have not configured nothing on CUCM/CUPS IM&P of what's required to enable softphone capabilities, or that your configuration is wrong.
Start by looking at the server status in Jabber, ALL the steps to enable that, are in the Jabber admin guide.
Just make sure to follow them step by step
