Jabber Licensing

I can't seem to find a clear answer on this.  I want to deploy Jabber company wide but 90% of my users WILL NOT utilize it as a soft phone.  I would like it control their phone (directory searches, initiate/accept/reject calls, VM, IM and P).  Do I have to create a CSF device to accomplish this?  I believe this is when a license is required?

Documentation on "Jabber for Everyone" does not indicate I need to create a CSF device.

NOTE:  I have a IMP server and Jabber working using CSF devices but I don't want to purchase additional licensing if I don't have to.

Do not need a CSF profile to users to login to jabber. The CSF is just a soft phone, CTI control of deskphone you just need to assign the device to the user on the end user page and set that side up correctly.

The licensing piece is done Via the owner user ID settings phone phone or CSF.

If you are using CUWL licenses you can have multiple devices per user. UCL is one to one beside UCL enhanced. 

Think the models have changed a little and not fully up to date on this.
