Jabber Video Over MRA

Jabber (MAC or Windows) when connected over MRA and dial into a CMR or premise TP endpoint we are not able to do video unless we have the setting "Always Start My Calls With Video" checked before the call is made.  Most times we don't want to do video and its not easy to advise this change to end users.  Is this by design?

I am not seeing that. Running JBW 11.7 over MRA. I selected don't start calls with video. Called an on premise TP endpoint also over MRA. Video didn't pop on the endpoint and i hit start to press video in the pane and video started
