i am new and someone recommended to use Jabber for international calls

Can i use Jabber for call center (windows) for international calls and if it possible i need to know price rate for countries and  Cisco fees

Jabber can be used to replace end device like hard phone or soft phone in call center.  however call rates would be applied as per your service provider rates.

Approach a local Cisco partner with UC specializations to discuss with them the options that are currently available for on-prem, hybrid and cloud options (and if they're all available in your region or not).

Jabber is just a client, you need call control in the backend and then a link to the PSTN.
