Native Call Queuing not Queuing

I have setup a new hunt group and selected the Queuing option.  The problem I am having is if I have agents logged in, but they are all on a call the next call in doesn't queue but instead goes right to the "When no hunt members answer, are logged in, or registered:" destination.  I have it setup so that we can have 32 callers allowed in queue and 3600 seconds allowed in the queue.

I was able to get this to work by using "Circular" instead of "Longest Idle".  Not sure why that is the case, but it is good enough for us.
