Some persistent chat Rooms are dissapears once restart IMP servers

We have CUCM/IMP 15SU2 and VDI client Version 15.0.0.59289 Build 309289. Whenever we restart xcp router or whole IMP servers for power outage, few pchat rooms for few users are dissapears. These rooms never back to user jabber client even after restart XCP router and Text Coference Server. We can restore those copying Room JID from IMP servers persisent chat report but this is not the way we can servive doing this in each restart. Any idea what is making this issue? We are using MS SQL for extranal database and connectivity has no issue. This is no consistent either, sometime rooms deleted (after service/server restart) but sometime not. Open a TAC case and spent few weeks no luck. Please help me if anyone expeirences similar issue and have solutions.
