SX20 video call with C20 using sip protocol,but the call rate was only 384kb

Hi all:

     I have a strange problem.

     SX20 and C20 with sip protocol registered on CUCM9.1.2.

     SX20 video call with C20 using sip protocol and use the call rate 6000kb , but the  has become 384kb.

     But  I use H.323 protocol to Direct call , the call rate was 6000kb.

     CUCM just installed and not changed the rate limit .

     

     Thank you for help!
