I have several Windows 8 workstations that come pre-installed with Skype, and some that prefer using Chrome as their browser instead of IE.
Seems that if either of these products are installed, clicking on any link containing the tel: uri launches either Chrome or Skype instead of Jabber. If Jabber, skpe, and Chrome are installed on the workstation, the user is prompted to their preference on how to access the URL, and given a choice of either Chrome or Skpe, but not jabber.
By removing Chrome AND skype, the jabber application prompts for verification to dial the number.
