I had a user ask me to load webex productivity tools on some other users computers with his login to webex so that those users can schedule and open meetings without bothering him to do it.

Is this within the terms of the license if there is only one meeting being hosted at once?

In most cases, no. The scenario where this would be allowed (eg Shared Meetings instead of Named or Active Host) wouldn’t cap the host accounts, allowing each person to have their own login.
