Hi,
 I have a lab environment with a 2801 voice gateway with an E1 card and CM 7.13 connected to it via MGCP PRI.  I view RTMT and see the callsactive counters increment up to the max of 10 channels (how it was configured) and then additional attempts do not appear to increment the OutboundbusyAttempts counter as I would have expected. 
 
The CDR cause codes do correctly say 'no circuit/channel available' as I would expect. 
 
Is this a bug?
