Core Issue
Cisco Emergency Responder maintains its configuration in the Cisco CallManager Lightweight Directory Access Protocol (LDAP) database. If the Cisco Emergency Responder is unable to access the database, you cannot use the configuration screens.
Resolution
To resolve this issue, check to ensure that there is connectivity to the computer running the LDAP directory. If there are no connectivity problems, check the computer running the directory to ensure that the directory service has been started and is running properly.
