I have two domain: test.local (local) and test.com(external)
is there any way to Deploy a multi-domain MRA expressway without creat an external domain (test.com) locally?

Yes there's a way but you have to make sure about your DNS records and voice service domain should be updated

Thanks, but to create this record :
_cisco-uds._tcp.domain1
I need to create zone domain1 on internal DNS, but I can't create a zone domain1 in my internal DNS

I solve the problem with install another DNS server and create an external domain and add SRV record _cisco-us._tcp.domain1

and use per-domain DNS server

I am having the same problem, my external domain that I publish on the internet differs from my internal domain, how exactly did you solve this problem?
